All short-term rental hosts in Saint Paul must complete a formal registration process through PAULIE, the city online permitting and licensing platform, or by requesting a paper application from DSI at (651) 266-8989. The registration package requires: a Secretary of State registration or signed statement for sole proprietors, proof of property ownership (deed) or a lease or rental agreement showing the landlord permits STR use, an ACORD Certificate of Insurance with at least $300,000 aggregate liability coverage or confirmation of exclusive Airbnb/VRBO/HomeAway use, a Workers Compensation certificate, and a signed Affidavit of Compliance acknowledging all Chapter 379 requirements. Non-owner-occupied properties must also provide a current Fire Certificate of Occupancy or proof that a Provisional Fire Certificate application and fee have been submitted to DSI. Platform operators have a parallel registration process requiring Secretary of State registration, insurance, Workers Compensation documentation, and personal affidavits from all owners with 25% or greater interest. STRs cannot be advertised or listed on any platform until the license has been issued. Applications are processed by DSI Licensing at 375 Jackson Street, Suite 220, Saint Paul, MN 55101.
