Saint Paul, MN Short-Term Rentals: Parking Rules (2026)

Saint Paul Chapter 379 and Section 65.645 of the Zoning Code do not establish parking requirements specific to short-term rental properties beyond those that apply to the underlying residential zoning district. STR guests must use available off-street parking on the property or comply with standard on-street parking rules. Saint Paul enforces overnight parking restrictions on many residential streets, and vehicles parked on the street during declared snow emergencies are subject to ticketing and towing. Night plow routes require vehicles to be moved between 9:00 PM and 7:00 AM during a snow emergency; day plow routes require vehicles to be moved between 8:00 AM and 5:00 PM on the day following the night plow declaration. Hosts should inform guests of any posted parking restrictions near the property and of the city snow emergency notification system, which sends alerts via phone, email, or text.
