Saint Paul Zoning Code Section 65.645 and Chapter 379 establish the number of dwelling units within a building that may be operated as short-term rentals. For single-family homes, whether owner-occupied or not, only 1 STR unit is allowed. Owner-occupied duplexes may operate up to 2 STR units; non-owner-occupied duplexes are limited to 1 unit. Owner-occupied triplexes allow up to 3 STR units, while non-owner-occupied triplexes are limited to 1 unit. Owner-occupied fourplexes allow all 4 units, while non-owner-occupied fourplexes are limited to 1 or 2 units depending on zoning district. Buildings with 5 or more dwelling units may operate up to 50% of their units as STRs, with a maximum of 4 units, unless a conditional use permit is obtained from the Planning Commission to exceed that cap. Guest occupancy per unit is determined by the applicable building code and fire code occupancy standards, not by a separate STR-specific cap.
