Riverside short-term rentals pay a 13% Transient Occupancy Tax plus 2% Tourism Business Improvement District assessment and an annual STR registration fee.
Riverside imposes a Transient Occupancy Tax (TOT) of 13% on stays of 30 consecutive days or fewer, authorized under California Revenue & Taxation Code 7280 and codified in RMC Chapter 3.24. An additional 2% Tourism Business Improvement District (TBID) assessment funds Visit Riverside marketing. STR operators must obtain a TOT certificate, register the STR with the Finance Department under RMC Chapter 5.72, and pay an annual permit fee (approximately $250, subject to master-fee-schedule adjustment). Taxes are remitted monthly; Airbnb and VRBO collect TOT directly under Riverside's platform agreements, but hosts remain responsible if the platform fails to remit. Direct bookings require the host to collect and remit TOT themselves.
Unremitted TOT accrues 10% penalty plus interest per RMC 3.24; operating without registration is an infraction with citations up to $1,500 per day.
