11 of the Campbell County Code of Ordinances bars any person or entity from cutting, excavating, damaging, or otherwise altering any street, sidewalk, utility line, or utility asset in the unincorporated area of the county without first getting a permit from the County Judge/Executive or an agent. The rule reaches utility main and service lateral work that runs under county-maintained roads, and it specifically bars installing private utilities in the county right-of-way unless the installation runs perpendicular from the main to the opposite side of the right-of-way.

12, the application must be made in the form the County Judge/Executive prescribes, carries a $200 fee per application, and a separate permit is required for each street, water line, or sewer line to be cut or altered; the applicant must agree in writing to be bound by the subchapter's terms. 13 requires the permittee to fully repair and restore the cut or excavation according to accepted engineering standards and the paving restoration standards in Appendix B, subject to inspection by the County Judge/Executive or an agent, who must be kept informed of the repair's progress.

14 requires the applicant to post a performance bond, in an amount the County Judge/Executive sets, sufficient to cover the cost of the repair and restoration work, submitted with the permit application itself.
