Paterson, NJ Sidewalk & Pedestrian Rules: Encroachment Permits (2026)

Under City Code § 435-92, no one may encumber or obstruct a Paterson street or public place with building materials or any article without first getting a permit from the Director of Public Works. Section 435-93 sets prerequisites: building material can only be placed on protected, planked roadbed with an open gutter, and any container or debris box must display the owner's name, address and phone number and be reflectorized. The permit costs $25 per 30 days for each 50 linear feet of frontage used, plus a $100 deposit that's refunded once the obstruction is removed and the street and sidewalk are restored.
