Sec. 23-26 makes it unlawful to cut, break, dig in, or otherwise disturb any public street or alley (or its surface) in the city without first obtaining permission from the city engineer. Once permission is granted, Sec. 23-27 imposes detailed operating regulations on the utility, contractor, plumber, city employee, or other permitted person doing the work: they must give the city engineer advance notice of the exact location, start time, and expected duration, and notify the police and fire chiefs if traffic will be hampered.

Any disturbance creating a traffic hazard must be barricaded and, at night, lit with lanterns, pot-torches, or similar lights spaced no more than 30 feet apart along its length. Complete street blockages require traffic direction and detour signage, and guards where needed. on weekdays, and within 100 feet of an inoperable signalized intersection unless an off-duty city officer is hired at least one week in advance to direct traffic. No lane closing may remain overnight unattended by personnel. Emergency repairs from accidents or natural disasters, and Houston County Local Maintenance and Improvement Grant 2013 projects, are exempt from the notice, blockage, and timing rules, though the police chief must still be notified immediately once that emergency work begins. Refilling any excavation in a city street must follow city specifications under Sec. 23-28.
