Ames, IA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Sec. 22.4 of the Ames Municipal Code prohibits placing any building, item or material, including rocks, dirt, sand, lumber, brick, garbage, dumpsters and storage containers, or erecting barricades, false work or form work, or keeping equipment such as construction, maintenance or agricultural machinery, tanks or generators, anywhere within the right-of-way or a public parking lot. A temporary obstruction becomes lawful only with written permission from the City Manager or designee, who sets the time, place and manner of the work and can withdraw permission at any time the obstruction becomes hazardous or the permittee ignores its terms.

Permitted obstructions left overnight generally require a lighted barricade, lantern or flares visible from 300 feet between sunset and sunrise, and a $500,000 combined general-liability insurance certificate on file with the City Clerk, though the City Manager may waive that requirement based on the type of obstruction, the event, expected traffic and the zoning of the area. Fixed, permanent items such as chimneys, stairways, platforms, steps, pipes, railings, vaults, signs and mechanical equipment fall instead under the Sec. 22.3 encroachment permit, which the City Council reviews and approves, with a minimum fee of $25 or $1 per square foot of encroachment, whichever is larger, and which the Council can revoke at any time it conflicts with the City's use of the street, alley or sidewalk.

Breakaway mailboxes built to AASHTO highway specifications are exempt from the encroachment permit. Garbage, yard-waste and recycling receptacles for single- and two-family dwellings are not considered a temporary obstruction as long as they do not block a street, alley, sidewalk, bicycle lane or shared-use path, and vehicles parked in compliance with Chapter 18 are likewise excluded.
