860 prohibits a list of sidewalk activities "unless otherwise authorized in this code or by revocable permit," including cutting or splitting wood on a sidewalk, dumping rubbish or debris where it is offensive to pedestrians, staging a vending stand or display for sale, and placing gasoline pumps on a street or alley without a revocable city manager permit. Subsection (f), added by Ordinance No. 20689 effective June 25, 2023, sets the numeric standard code compliance actually measures against: personal property may not be placed on a sidewalk, accessway or shared-use path if it defeats the minimum clear width set by the ADA or Federal Highway Administration, which the section pegs at 48 inches (4 feet) for sidewalks and 120 inches (10 feet) for accessways and shared-use paths.

980. 855, authorizes narrow exceptions the city does allow without a permit: merchandise or building materials may sit on a sidewalk up to two hours during delivery, and firewood may sit in a street or alley up to 36 hours if it doesn't block traffic.
