Winnebago County, WI Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Under § 7.14(7)(i) of the driveway-access ordinance, the Highway Department is authorized to remove any object or obstruction placed in the right-of-way adjacent to an existing driveway approach on a Winnebago County Trunk Highway, unless a county permit authorized it first. The rule sits inside the broader driveway-access chapter: landowners along County Trunk Highways must get Highway Commission approval before constructing, blacktopping, or altering an approach, and unauthorized fill, signage, landscaping, or structures placed in that right-of-way strip are treated the same as an unpermitted driveway. Removing an illegally placed driveway or obstruction is billed to the property owner at actual cost per the § 7.14(7)(h) fee schedule.
