Neenah, WI Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Neenah Municipal Code § 11-87 makes it unlawful to stand, sit, loaf or loiter, or to engage in any sport or exercise, on a public street, sidewalk, bridge or public ground in a manner that prevents or obstructs free pedestrian or vehicular passage, or hinders entry to or exit from a place of business, amusement, church, public hall or meeting place. The rule dates to the 1977 Code (§ 8.05) and hasn't been renumbered or amended since recodification. It applies citywide, not just downtown, and covers anyone blocking the right-of-way: sitting alone isn't the violation; blocking passage or access is.
