The Department of Public Works can order the responsible person to shift, adjust, accommodate, or remove it; if that does not happen within 45 days of written notice, the County can remove it and bill the owner or deduct the cost from any permit security on file. This is the general right-of-way rule that reaches sidewalks, since § 13-3-101 defines "right-of-way" to include the area within dedicated sidewalks the County maintains.
