(a)A person shall not push, place or deposit items, including but not limited to: snow, debris, construction materials or litter onto county road right-of-way, other than materials within a public construction projects limits, normal trash pickup, or such other material approved by the county commissioners.(b)The driver of a vehicle that impedes or interferes with highway snow removal crews or other emergency personnel responding to an emergency may be directed to remove the vehicle from the county road. Upon direction by county or emergency personnel, the driver shall promptly remove the vehicle from the right-of-way, or be towed at the owner's expense.(c)Any vehicle parked in county right-of-way may be ordered towed at the owner's expense by a deputy sheriff or the county highway superintendent...(e)A person who violates this section shall be guilty of an infraction and may be fined up to $2,500.00.

The rest of the section targets vehicles and other physical obstructions left in that same right-of-way. Subsection (c) goes further: a deputy sheriff or the county highway superintendent can order any vehicle parked in the right-of-way towed at the owner's cost, though the order can wait until there is an attempt to notify the owner if the vehicle stays visible to traffic and does not unreasonably block the road. Subsection (d) lets a deputy or the highway superintendent remove any obstruction, vehicle or otherwise, that blocks snow removal or emergency vehicle access, using county equipment. The section is explicit that Hamilton County carries no liability for damage the removal itself causes to the vehicle.
Violations & Fines
Sec. 8-20-8-6(e) makes any violation of the section an infraction punishable by a fine of up to $2,500.00. That covers dumping snow, debris or litter into the right-of-way as well as leaving a vehicle or other obstruction in a spot that blocks a plow, an ambulance or a fire truck.
