Hampton, VA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Hampton City Code § 34-6 makes it unlawful to obstruct any sidewalk with boxes, barrels, kegs, crates, merchandise or in any other manner. A merchant who unloads or unpacks wares, food or goods onto the sidewalk gets a two-hour grace period to clear the crates, boxes and rubbish before it becomes a violation. A companion rule at § 34-4 separately requires anyone maintaining an awning, sign, gutter or other appendage projecting over a sidewalk to keep it clear of foot traffic and carry at least $100,000 in liability insurance naming the city as an additional insured. Under § 34-1, violating either provision is a Class 1 misdemeanor.
