The accumulation of snow, ice, dirt or any solid waste upon sidewalks of the city or placement of items (e.g., dumpsters, portable backstops, landscaping features, etc.) upon such so as to obstruct the same is declared to be a nuisance. It shall be the responsibility of the owner of the property adjacent to the sidewalk whereon the obstruction(s) is/are located to move or remove said obstruction(s) in a timely manner.

Nampa City Code § 9-1-8 makes property owners responsible for keeping the sidewalk, curb and gutter along their frontage clear. Subsection A.2 declares it a nuisance to let snow, ice, dirt, solid waste, or placed items such as dumpsters, portable backstops, or landscaping features obstruct a public sidewalk, and puts the duty to move or remove the obstruction on the adjacent property owner. If the owner doesn't act, the city may clear the sidewalk itself, with or without notice, and assess the cost against the property as a lien collected under Idaho Code § 50-1008.
