Full Breakdown
490). Subsection (a) flatly bars poles, grates, covers, fire hydrants 'or other obstructions' from the sidewalk itself, though it carves out an exception for utility boxes and other 'flush facilities' if the Public Works Department, defined in this title as 'the agency,' determines their location and nature are safe. S. Postal Service: if the postal service insists mailboxes sit next to the curb, the developer must either separate the sidewalk from the curb or widen it enough to leave a four-foot unobstructed walking path, so a mailbox cannot narrow the usable sidewalk below that width.
Subsection (c) requires that any postal collection boxes or multiple-mailbox cluster stations be shown on the development plans submitted for the project, subject to the agency's review and approval before construction. 04's sidewalk article, they apply during improvement plan review for new subdivisions and site development in the unincorporated communities the county serves, such as Kentfield, Strawberry and Tamalpais Valley, rather than as a standalone nuisance ordinance a resident could invoke against an existing sidewalk obstruction after the fact.
Violations & Fines
An improvement plan that places a pole, grate, cover or other obstruction inside the required sidewalk width, or that narrows a mailbox-adjacent sidewalk below the four-foot clearance, fails Section 24.04.500 and can be rejected or conditioned by the Public Works Department before approval. Utility boxes proposed within a sidewalk without an agency safety determination are likewise subject to redesign before improvement plans can proceed to permit.
