260 defines 'obstructive use' broadly: placing an unpermitted table, chair, booth, or tent that actually causes an obstruction; storing equipment, materials, parcels, containers, or packages that actually causes an obstruction; sleeping upon the public sidewalk, right-of-way, or street; or any use that obstructs, delays, hinders, blocks, hampers, or interferes with pedestrian passage or affects public safety. The code carves out 'permitted obstructive uses,' which cover public safety equipment like signs and utility poles, construction or repair work under a valid city permit, licensed encroachments or structures, and any other city-licensed use.

Beyond the general ban, subsection C layers on location-based restrictions: no obstructive use is allowed within any crosswalk (including sidewalk portions on medians or traffic islands), within 150 feet of any crosswalk, within 150 feet of any street or roadway intersection or a street/private-driveway intersection, or within 150 feet of any school. This creates buffer zones around the city's highest pedestrian-traffic and child-safety points. The section was added by Ordinance 2630 in July 2023 and amended by Ordinance 2637 in February 2024. A violation is charged as a criminal misdemeanor under subsection D, giving Sparks police and code enforcement authority to cite violators directly rather than relying only on civil abatement.
