200 prohibits any person from placing or piling material in or upon a highway or public right-of-way, or leaving any obstruction, personal property or impediment to travel there, without first obtaining a permit. 220. 220(a) requires the work area to stay free of unnecessary debris while work is underway, and subsection (b) requires the permittee to remove all material and debris on completion.
