Summary
Chino bars property owners from letting hedges, trees, shrubs, or plants encroach over the sidewalk, parkway, curb, or street in ways that block traffic, drainage, or maintenance access, and separately forbids portable basketball units in the public right-of-way.
No person owning or occupying property abutting upon any public street, parkway, or public place in the city, upon which property are located any hedges, trees, shrubs or plants, shall permit said plantings to encroach upon or to overhang the sidewalk, parkway, curb or street in such a manner as to impede or interfere with vehicular or pedestrian traffic, drainage flow, or maintenance thereof or to create a hazardous condition.

Under Chino Municipal Code § 12.16.150, owners and occupants of property abutting a public street, parkway, or public place may not let their hedges, trees, shrubs, or plants overhang or encroach onto the sidewalk, curb, parkway, or street if doing so impedes vehicular or pedestrian traffic, drainage flow, or maintenance, or creates a hazardous condition. The same section separately bans placing a portable basketball unit on any public ground, street, highway, lane, alley, or sidewalk. Adopted by Ord. 2004-05, § 25, 2004.
Violations & Fines
Violation is a misdemeanor. If plantings aren't trimmed within 10 calendar days of written notice, the city may declare a public nuisance, abate it, and bill the owner for the cost.
