The Director of Public Facilities of the City of Bridgeport shall have authority, whenever, in their judgment, public convenience or necessity may require, to order the proprietor or proprietors of any land or building fronting on any highway or street in said city to repair the sidewalks, curbs or gutters on their several fronts in the manner and within the time specified in such order. A written or printed notice in the name of the Director of Public Facilities left by any person with or at the usual place of abode of such proprietor or proprietors, residing in the city, at least fourteen days before the time specified in such order for the making of such repairs or replacement shall be good and sufficient notice under the provisions of this section. If the proprietor or proprietors, as the same shall appear upon the records of the Tax Assessor, at least twenty-one days before the time specified in such order for the making of such repairs or replacement shall be good and sufficient notice under the provisions of this section.
