Under Pittsburgh Code of Ordinances Title Four, Chapter 417 (Pavement Protection), it is the duty of every property owner abutting or adjoining the public right-of-way to provide for the continuing care, maintenance, repair, and replacement of all sidewalk pavements and curbing installed in the right-of-way adjacent to their property. All sidewalks and curbs must be kept in a proper state of repair, free from hazardous conditions, and maintained in accordance with applicable laws and city guidelines. Property owners must obtain a sidewalk repair permit from the Department of Mobility and Infrastructure (DOMI) before beginning any work. If a property owner fails to maintain their sidewalk after receiving written notice from the Director, the city provides a minimum of 30 days to comply or request an extension. If the owner still fails to act, the Director may order the work done and seek recovery of costs and expenses. Penalties may also be imposed under Section 101.09. Where a city-planted tree has damaged the sidewalk, the abutting owner may file a claim for compensation at $8.00 per square foot with the Department of Law under Section 417.02. Additionally, property owners must remove snow and ice from sidewalks within 24 hours of accumulation under Chapter 415.
