Section 21.43 of the Property Maintenance Code puts the duty on the owner and/or occupant of the premises to maintain the structures and exterior property. Section 21.97, in the same Article 7 on Exterior Property Areas, spells out the standard: sidewalks, walkways, stairs, driveways and parking spaces must be kept in a proper state of repair and free from hazardous conditions.
