Arlington, TX Sign Regulations: Digital Billboards (2026)

Section 7.9.2 of the Unified Development Code sets the digital-billboard standards. Each message must hold for at least eight seconds, and a change must be accomplished within two seconds, occurring simultaneously across the entire sign face. No flashing, intermittent, or moving lights, no animation or video, and no scrolling are allowed, and the sign must automatically adjust its brightness to ambient light. Digital billboards exist only as conversions of existing nonconforming billboards under a new permit. The Zoning Administrator issues a provisional permit; a TxDOT permit must follow within twelve months before the final sign permit issues. Owners must keep a 24-hour contact to shut down or dim a malfunctioning sign, and pay an annual inspection fee.
