05, PROHIBITED SIGNS, lists signs banned in all zoning districts. Division (A) prohibits motion signs generally, but carves out two exemptions: temporary search lights, and permanent electronic message center signs that either display only time and/or temperature information, or change their displayed message no more frequently than once every 60 seconds. Division (B) separately prohibits flashing signs, again exempting the same electronic motion signs allowed under division (A). Read together, these two divisions set the operative rule for digital or electronic message boards in Brooklyn Park: a permanent electronic display is allowed only if its content changes no faster than once a minute, or is limited to time and temperature; anything that flashes or changes more quickly is treated as a prohibited motion or flashing sign.

A product identification sign integrated into a permitted freestanding, monument, or wall sign is capped separately at 10% of that sign's maximum allowable area under division (K).
