Charleston, SC Sign Regulations: Digital Billboards (2026)

Section 54-404(e) of the zoning ordinance lists 'a sign which utilizes individual bulbs or electronic means to produce a message' among the city's prohibited sign types, with only a narrow list of exceptions. Time and temperature signs are exempt outright. A school facility occupying at least eight acres may add an electronic message board to its allowed signage if the board never flashes and never exceeds 50 percent of the sign face area the school is otherwise allowed. Separately, an accommodations use, hotels, motels, and similar lodging, on commercially zoned property wholly or partially within a quarter mile (1,320 feet) of where Highway 17/Savannah Highway crosses Interstate 526 may add an electronic message board to its freestanding sign, but the board cannot flash or scroll, is capped at 60 square feet per face, and is limited to two sign faces.

Outside those two carve-outs, no property in Charleston, commercial, industrial, or otherwise, may install a digital billboard or LED reader board. This sits alongside the city's separate reader-board rule for monument signs generally under Section 54-415(a)(5)(c), which bars internal illumination on reader boards outside public schools and caps them at half the allowed sign face; that provision covers static changeable-copy panels, while Section 54-404(e) is the specific ban on electronic and bulb displays.
