Summary

In unincorporated Citrus County, an electronic or digital message board may run only if the sign's permit lists "changeable copy sign, automatic" as an approved characteristic. Once approved, the display can't change images faster than every 8 seconds, must avoid fades or scrolling, and is capped at 5,000 nits by day and 500 nits at night.

These county ordinances apply to unincorporated areas of Citrus County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

B. Automatic changeable copy signs shall be allowed only on signs for which "changeable copy sign, automatic" is listed as a permitted sign characteristic and shall be subject to the following additional restrictions: 1. Such technology shall be programmed so that the message or image on the sign changes no more often than every eight seconds. 2. There shall be no effects of movement, flashing, scintillation, or similar effects in the individual images... a. All electronic or digital display unit message boards shall have installed ambient light monitors, and shall at all times allow such monitors to automatically adjust the brightness level of the electronic board based on ambient light conditions. b. Maximum brightness levels for electronic or digital display boards shall not exceed 5,000 nits when measured from the billboard's face at its maximum brightness, during daylight hours and 500 nits when measured from the board face at its maximum brightness between dusk and dawn... c. Any sign ... which malfunctions, fails, or ceases to operate in its usual or normal programmed manner... shall be repaired or disconnected within 48 hours by the owner or operator of such sign.

Full Breakdown

Chapter Nine, Sec. 9240 of the Citrus County Land Development Code, "Flashing Signs, Moving Signs, and Changeable Copy Signs," governs any sign carrying an electronic or digital display, including digital billboard faces, in unincorporated Citrus County (this LDC does not reach inside Crystal River or Inverness, which run their own sign codes). Converting an existing sign to a digital face is allowed only if it qualifies as an approved "changeable copy sign, automatic" characteristic and meets every other standard for that sign's location, height, and size.

Once operating, the message may not change more than once every 8 seconds, and the transition itself must be substantially instantaneous, with no flashing, scintillation, fading, rolling, or dissolving effects. Brightness is controlled with mandatory ambient-light monitors that auto-dim the board, and the county sets hard caps: 5,000 nits maximum during daylight and 500 nits between dusk and dawn, measured at the board's face. If a digital display malfunctions and starts flashing or moving outside its approved program, the owner or operator has 48 hours to repair or disconnect it.

Because digital displays used as billboards are also billboards under Sec. 9290, they carry the added district, size, and highway-frontage limits described in the county's freeway-facing sign rules. Growth Management's Code Compliance Division enforces these standards under the LDC's general penalties and remedies chapter (Sec. 1800), which authorizes stop-work orders and civil injunctive action for continuing violations.

Violations & Fines

A digital sign that changes images faster than every 8 seconds, uses fading or scrolling transitions, or exceeds the 500-nit nighttime cap is an LDC violation. Code Compliance can issue a stop-work order and the County Attorney's Office can pursue civil injunctive relief in circuit court under LDC Sec. 1800. A malfunctioning board must be fixed or unplugged within 48 hours or the same enforcement track applies.

Frequently Asked Questions

Can I put up a digital billboard in unincorporated Citrus County?
Only if your sign permit specifically lists "changeable copy sign, automatic" as an approved characteristic under LDC Sec. 9240, and the sign also qualifies as a billboard under Sec. 9290, which limits billboards to the GNC, LIND, and IND land use districts. A standard sign permit does not automatically allow a digital face.
How fast can the message change on a digital sign?
No faster than once every 8 seconds, per LDC Sec. 9240(B)(1). The change itself must be substantially instantaneous, without fading, rolling, dissolving, or similar transition effects, and the display can't flash, scintillate, or simulate movement between images.
Is there a brightness limit at night?
Yes. LDC Sec. 9240(B)(4)(b) caps brightness at 500 nits measured from the board's face between dusk and dawn, versus 5,000 nits in daylight, and every digital board must carry an ambient light monitor that adjusts brightness automatically to conditions.
What happens if a digital sign malfunctions?
The owner or operator has 48 hours to repair the display or disconnect it once it starts flashing, moving, or otherwise operating outside its approved program, per LDC Sec. 9240(B)(4)(c). Failing to do so is a separate code violation subject to county enforcement.
