Full Breakdown
Sec. 7.02.02 of the Land Development Code bans off-premises signs and animated signs across unincorporated Hillsborough County, with no variance available for either. A digital billboard is an off-premises sign, so it is prohibited regardless of format. The one carve-out is the on-site changeable-copy sign, defined in Sec. 12.01.00 as a display that changes through electronic means no more than once every six seconds: faster-cycling animated boards stay banned.
Violations & Fines
Illegal signs face removal and a code enforcement citation from Hillsborough County; Sec. 7.02.02 bars any variance, so an off-premises digital board can't be permitted after the fact.
