Every billboard, digital or not, requires a special exception approval that runs for only ten years under subsection (1); when that period ends, the operator must file a new application under whatever regulations are then in effect, and an unapproved renewal means the structure comes down within sixty days. Subsection (3) confines every billboard, including digital ones, to a narrow highway corridor: within 200 feet of the Florida Turnpike or I-95 right-of-way, at least 200 feet from any residentially used land, and at least 1,500 feet from any other billboard on the same side of the highway, on top of the underlying zoning setback.

Subsection (4) caps size at 672 square feet with a 50-foot maximum height measured from the crown of the road the sign faces, a limit that applies whether the face is a static print or an electronic display. The digital-specific rule sits in subsection (5): billboards may not include flashing lights or animated signs but may include automatic changeable facing billboards if specifically approved as part of the special exception application. That means an operator cannot simply swap a static billboard face for a digital one; the changeable-facing capability has to be requested and approved in the original special exception, and even then the display cannot flash or animate its content. Subsection (2) layers on an annual inspection and renewal fee requirement, doubled if a renewal lapses, that applies equally to digital faces.
