030(B) of the Pinal County Development Services Code draws a hard line against digital and electronic signage. The rule states that no sign, or any part of one, may rotate, move, or simulate movement through fluttering, spinning, or reflection devices, and separately bars any sign from containing an electronic message device, with a single carve-out for time-and-temperature signs. The same sentence goes further and forbids a sign from flashing, blinking, being audible, or being animated by any means. Read together, that language rules out the changeable-copy LED billboards and digital reader boards common along state highways elsewhere in Arizona: a freeway billboard in unincorporated Pinal County cannot cycle through electronic messages, run video, or scroll text, because the code treats that as prohibited animation rather than a permitted sign type.

The only exception the section carries is for a sign that does nothing but display the time and the temperature; even that narrow exception does not open the door to changing advertising copy.
