Yolo County's zoning code kills digital billboards two ways. Section 8-2.1203(b) bans animated signs, including electronic message display signs, in every zoning district countywide. Table 8-2.1206 separately marks off-premises signs, a category defined to include billboards, as not allowed in any zone, from agricultural and residential districts to the county's heavy industrial zone.

Off-premises sign A sign which directs attention to a business, profession, commodity, service or entertainment conducted, sold, or offered elsewhere than upon the same lot or parcel on which said sign is located. This definition shall include billboards, posters, panels, painted bulletins, and similar advertising displays. ... In order to achieve the purposes of this section, the following types of signs and devices are prohibited: ... Full Breakdown

1203(b) separately bans "animated signs, including electronic message display signs, and variable intensity, blinking, or flashing signs" outright, carving out only time-and-temperature displays, posted gasoline or other regulated prices, and information from public agencies. 1206, which sets allowed signs and permit requirements zone by zone, lists off-premises signs as "N" (use not allowed) across every zoning category the County uses: the A-N and A-R agricultural zones, the R-R/R-L/R-M/R-H residential zones, the A-C/C-L/C-G/C-H commercial zones, the DMX downtown mixed-use zone, and the A-I/L-I/H-I industrial zones. A digital billboard is both an off-premises sign and an animated electronic-message sign, so it is excluded twice over: no Site Plan Review, Minor Use Permit, or Major Use Permit pathway exists to approve one anywhere in unincorporated Yolo County.

The prohibited-signs list traces to Ordinance 1445 (effective August 14, 2014), last amended by Ordinance 1466 (effective March 24, 2016). 1204(e), after which the County can order its removal at the owner's expense.

Violations & Fines

Erecting a digital billboard or any off-premises sign violates Section 8-2.1203, and Section 1-2.01 makes any Code violation a misdemeanor punishable by a fine of up to $500, up to six months in County Jail, or both, with each day the sign remains up counted as a separate offense. The Code also deems the condition a public nuisance the County may summarily abate, billing removal costs back to the property owner.

Frequently Asked Questions

Can I put up a digital billboard in unincorporated Yolo County?
No. Table 8-2.1206 lists off-premises signs, which by definition include billboards, as not allowed in every zoning district the County has, and Section 8-2.1203(b) separately bans animated signs and electronic message display signs outright. A digital billboard falls into both banned categories, so there is no use permit or site plan review that can approve one.
Are electronic message signs allowed for my own business on my own property?
Only within narrow exceptions. Section 8-2.1203(b) prohibits animated and electronic message display signs but exempts time-and-temperature displays, posted gasoline or other regulated prices, and signs required by public agencies. A standard on-premise digital reader board built to advertise a business does not qualify for those carve-outs.
What happens if someone installs an illegal billboard anyway?
The County can prosecute it as a misdemeanor under Section 1-2.01, punishable by up to a $500 fine and six months in County Jail, with each day the sign stays up counted as a new offense. The Code also treats the violation as a public nuisance the County can abate and bill to the owner.
