Orange County's Sign Code treats billboards as off-site advertising and confines them to the C1 and C2 commercial zones, where the Zoning Administrator must approve a Use Permit before one can go up (Sec. 7-9-114.9). Everywhere else in the unincorporated county, including agricultural, residential, mixed-use, employment, industrial and CN zones, billboards are not a permitted use at all. Separately, Sec. 7-9-114.6 bans permanent pole signs and pylon signs outright, so the tall pylon boards freeway drivers see elsewhere can't be built here. These rules bind only unincorporated territory. Orange County's 34 incorporated cities run their own sign codes.
