The Baltimore County Zoning Policy Manual (Policy A-22) allows a private homeowner or resident to hold two private garage or yard sales per year as an accessory use to the dwelling in a residential zone, provided the sale lasts no longer than a weekend at one time and there are no other exhibitors of sale items besides the owner or resident. Policy A-23 confirms these are the only permitted temporary sales on residential property and states the sales cannot be in the public right-of-way, which applies to sale advertising signs as well. Exceeding two sales a year, running longer than a weekend, adding outside vendors, or placing signs in the public right-of-way is a zoning violation subject to enforcement by PAI.
