ROH Sec. 21-7.20 treats garage sale signs as temporary announcing signs exempt from permit. However, ROH Sec. 21-7.30 prohibits off-premise signs in the public right-of-way. Pearl City residents often post signs at busy intersections near Kamehameha Highway and Moanalua Road, but signs must be on private property with owner permission. Signs on utility poles, street signs, or in medians violate the code and may be removed. Post-sale removal is required. Military families frequently hold PCS sales; rules apply equally.
