Garage and yard sale signs in unincorporated San Bernardino County are regulated by Development Code Chapter 84.10 (Garage Sales), with Section 83.13.100(c) of the Sign Regulations cross-referencing those standards. Section 84.10.030(g) provides that garage sale advertising signs may not be posted on telephone poles, streetlights, traffic signs, or any other structure or location within the public right-of-way. Timing is restricted: signs may not be posted earlier than one day before the first day of the garage sale, nor more than one day after the last date of the sale. The underlying garage-sale rules limit the activity itself: single-family dwellings may hold a maximum of four garage sales per calendar year at the same address, and multifamily dwellings two per year per legal unit (Section 84.10.030(c)); a sale may not last longer than three consecutive days (Section 84.10.030(d)); only residents of the property may conduct the sale (Section 84.10.030(e)); and sale activity is limited to the hours of 8:00 a.m. to 5:00 p.m. (Section 84.10.030(f)). Garage sale activity, including sign placement, may not occur in the public right-of-way, including streets, sidewalks, parkways, or alleys (Section 84.10.030(a)). Sales exceeding these standards become temporary uses requiring a Temporary Use Permit.
Posting garage sale signs on utility poles or in the public right-of-way, posting them too early or leaving them up more than one day after the sale, or exceeding the four-sales-per-year limit is enforced under Development Code Chapter 86.09. Illegal signs in the right-of-way may be removed by the County.
