09 puts holiday decorations on that list in a single sentence: temporary holiday decorations used to celebrate a single holiday or season need no permit and are not counted toward a property's allowable sign area or number. 09 sets no fixed removal deadline or display window for holiday decorations, leaving the 'single holiday or season' description as the operative limit rather than a specific day count. The exemption reaches further than Section 603 itself: Section 604's list of prohibited sign types bans 'wind signs' such as flags, pennants, ribbons, spinners and streamers, but expressly excludes holiday and community decorations from that ban, and separately bans strips or strings of lights outlining property lines, sales areas, rooflines, doors, windows and other architectural features, again with an express carve-out for holiday decorations and community decorations.

Together these three provisions mean a homeowner or business can string lights along a roofline or hang seasonal banners for Christmas, Halloween or another holiday without a permit and without running into the wind-sign or string-light bans that would otherwise apply to the same materials the rest of the year.
