Seasonal holiday decorations and noncommercial displays on private property in unincorporated Pinellas County are exempt signs under Sec. 138-3753 if they meet basic safety and setback rules.
Sec. 138-3753 of the Pinellas County Land Development Code exempts temporary holiday and noncommercial displays from sign permitting. Decorative lights, inflatable figures, and seasonal yard art remain unregulated as long as they sit on private property, do not obstruct sight triangles at intersections, and avoid the public right-of-way. Florida Building Code electrical standards govern wiring, and Sec. 58-444 still applies if motorized or musical displays generate excessive noise. There is no time limit, but displays running outside their stated season may lose temporary status.
Displays in the right-of-way or that obstruct visibility are subject to removal and code enforcement citations. Electrical hazards may also draw building code violations or insurance issues.
