Kent's sign code and zoning code do not regulate residential holiday decorations such as Christmas lights, Halloween inflatables, Fourth of July banners, or other seasonal displays on private property. Kent City Code 15.06 (Sign Code) specifically exempts personal expression and seasonal decorations from sign regulation, and KCC 15.08 (Zoning) does not impose seasonal display limits on single-family residences. The main constraints are safety-related: holiday lighting and electrical displays must be installed per the National Electrical Code adopted in KCC 14.07, outdoor extension cords must be rated for wet locations, and displays cannot overload circuits or create fire hazards. Inflatable lawn decorations cannot block public sidewalks or encroach into the public right-of-way, and displays with amplified sound or music must comply with Kent's noise ordinance (KCC 8.05), which sets limits of 55 dBA daytime and 45 dBA nighttime in residential zones. Displays that create traffic hazards or unusual visitor volume that disturbs neighbors (Griswold-style light shows) have occasionally led to code enforcement in other Washington cities, and neighbors can complain under the general nuisance provision of KCC 8.01.
