Bellevue allows residential holiday lighting and decorations with minimal regulation. Under Land Use Code 20.20.522 (Outdoor Lighting), holiday and seasonal string lighting is exempt from outdoor lighting standards from November 1 through January 31 each year. This exemption applies to residential Christmas lights, Hanukkah menorahs, Diwali lights, and similar seasonal displays. Decorations should not obstruct sidewalks or public right-of-way, create traffic sightline hazards, or generate excessive noise (music speakers must comply with noise ordinance BCC 9.18). Inflatable yard decorations are allowed but should be secured against wind and removed after the holiday season. Displays that generate significant traffic congestion (drawing crowds of cars) may require traffic management coordination with the Police Department. Temporary holiday banners on commercial properties are allowed under LUC 20.30G without permit if removed within 30 days of the event. Religious holiday symbols on private property are fully protected. Outside the Nov 1 to Jan 31 window, any permanent seasonal lighting left on must meet standard outdoor lighting rules.
