Bellevue, WA Sign Regulations: Freeway-Facing Signs (2026)

Bellevue defines a 'freeway corridor' at BCC 22B.10.020 as a band paralleling each side of the freeway extending 375 feet from the freeway right-of-way, excluding land within downtown. Any sign proposed within that corridor is one of the categories the city singles out for mandatory design review under BCC 22B.10.025(B)(1)(b)(iv), regardless of the underlying zoning district, alongside signs tied to design-review-required development, planned unit developments and conditional uses. Once in design review, freeway corridor signs must satisfy the general criteria in 22B.10.025(E)(1), covering architectural integration and no distraction to moving traffic, plus the corridor-specific criteria in 22B.10.025(E)(5): sign letter and logo height generally may not exceed 42 inches, though logos and first-letter capitals can exceed that if the design review criteria are otherwise met, and total sign length is capped at one-third of the building facade, counting all signs together when multiple signs share one face.

Separately, Bellevue's Factoria area (F1, F2, F3 land use districts) has its own freeway-oriented sign provision at BCC 22B.10.055, which lets an existing freestanding sign meeting RCW 47.42.020(B)'s definition of a freeway-oriented sign be enlarged only in exchange for an amortization agreement, and bars any change that would let the sign rotate or move under 22B.10.150. Design review applications go through the development services department per Chapter 20.30F LUC and must include location, lighting, letter details, materials and an overall signage concept; the director can waive submittal items found unnecessary.
