Redmond permits residential holiday lighting and seasonal displays without a permit under RMC 21.60.130. Displays may go up 45 days before the holiday and should come down within 30 days after.
Seasonal holiday displays such as Christmas lights, Halloween decorations, inflatable characters, and other home decorations are exempt from the sign permit requirements under RMC 21.60.130 as temporary decorative displays. Displays may be erected up to 45 days before the associated holiday and should be removed within 30 days after the holiday concludes. Lighting must not create a nuisance for neighbors through excessive brightness, rapid flashing, or direct glare into adjacent residences (RMC 6.26 and potential state light trespass claims). Decorations may not be placed in the public right-of-way, on city trees, utility poles, or traffic control devices. Inflatable displays and large structural decorations must not obstruct sidewalks, driveways, or the clear-vision triangle at intersections. Noise from outdoor holiday music must comply with RMC 6.36 noise limits (55 dBA daytime, 45 dBA nighttime in residential zones). Temporary traffic impacts from holiday light tours in popular neighborhoods are managed by Redmond Police. Commercial holiday displays on business properties may require sign permits if they involve temporary signage beyond standard decoration.
Nuisance complaints enforced under RMC 6.26 and RMC 6.36. Civil penalty up to $100 per violation. Displays in rights-of-way removed by Public Works.
