Following the U.S. Supreme Court decision in Reed v. Town of Gilbert (2015), Redmond revised its sign code RMC 21.60 to treat political, ideological, and other noncommercial speech signs with content-neutral regulations. Political campaign signs, issue advocacy signs, and ideological signs are permitted on private property in all zones without a permit. Residential zone limits: each parcel may display signs totaling up to 6 square feet per street frontage, with individual signs not exceeding 4 square feet. Commercial and mixed-use zones allow larger signs up to 32 square feet. Signs cannot be placed in the public right-of-way, on utility poles, traffic signs, trees, or other public property. Signs must not obstruct visibility at intersections or driveways (the clear-vision triangle under RMC 21.52). Signs may not be illuminated in residential zones. There is no specific time restriction tied to elections, as content-based restrictions are unconstitutional. Placement requires the permission of the property owner; signs placed without permission are trespass. Code enforcement removes signs from public rights-of-way and may dispose of them if not claimed within 10 days.
