Clearwater treats political and other ideological signs as temporary signs under Article 3, Division 18 of the Community Development Code. Property owners may post political signs on their own residential lot consistent with the temporary sign size and number limits, and signs do not generally require a permit when within those caps. The city, however, does not allow political signs on public property or within the public right-of-way, including medians, swales, utility poles, and traffic-control structures. Florida Statute 479.16 also restricts on-premises and political signs in state right-of-way. Sign content disclosures required by Florida elections law (Chapter 106) apply, but Clearwater itself regulates only physical placement and dimensions, not viewpoint.
Signs in the right-of-way are subject to immediate removal by city crews, and oversized or improperly placed signs can result in code enforcement citations and per-day fines.
