North Carolina General Statute Β§136-32 permits political signs in the State highway right-of-way during a set window and sets placement rules that apply to unincorporated county land. Signs may be placed beginning the 30th day before early voting and must be removed by the 10th day after the primary or election. The permittee must get permission from the owner of any residence, business, or religious institution fronting the right-of-way. No sign may be in a fully controlled-access highway right-of-way, closer than three feet from the pavement edge, higher than 42 inches, larger than 864 square inches, or obscure motorist visibility. On private property, sign placement follows the Guilford County UDO (Article 7, Signs).
Erecting or maintaining unauthorized right-of-way signs is a Class 1 misdemeanor. Stealing, defacing, or unlawfully removing a lawfully placed political sign is a Class 3 misdemeanor.
