placed in any public right-of-way' alongside for-sale signs, realtor signs, and business signs. The rule is content-neutral: it does not single out any candidate, party, or message, it targets the location. A political sign on the candidate's own yard, on a supporter's private lawn with permission, or set back off the parish right-of-way is untouched by this article. One staked into the road shoulder, a drainage servitude, or a median along a parish road is not. Section 11-82 makes it unlawful to 'dispose or permit the disposal of litter upon any public property,' and disposal is defined in Section 11-81 to include placing or depositing, so planting a sign in the right-of-way counts.

If the sign carries identifying information, the ordinance creates a rebuttable inference under Section 11-82(e)(2) that the named person committed the violation, which matters for campaigns whose signs typically print the candidate's or committee's name. Enforcement is civil by default: a citation under Section 11-83 is answerable in parish court, district court, or before a justice of the peace, with the local governing authority represented by the district attorney's office or a constable. The same conduct can instead be charged criminally as a misdemeanor under Section 11-85.
