Article 13 of the Boulder County Land Use Code governs signs in the unincorporated county. A 'Noncommercial Sign' expressly includes a sign supporting a candidate, urging action for or against a ballot measure, or promoting or denouncing political, ideological, social, or religious views. The code requires that any noncommercial sign be allowed in any location where a commercial sign is allowed, and that it not be regulated based on the speech content of the sign (except vision-clearance-triangle rules). Political signs must still conform to the zoning district's height, area, and setback limits and may not be placed in a public street, road, or highway right-of-way. Cities such as Boulder and Longmont enforce their own municipal sign codes.
Signs placed in the right-of-way or exceeding size/height limits may be removed by the county; ongoing sign-code violations are enforced under Article 13 and Article 4-1300 with orders to remove and possible fines.
