Full Breakdown
Section 151.180(E) of the Collierville Code of Ordinances sets one set of conditions for every window sign in the Town of Collierville, whether it is temporary or permanent. The core limit is in division (E)(4): signs may not exceed 15% of the aggregate window and door area. The code then explains how to measure. A group of windows on one building elevation that is separated by a distinct architectural feature, other than the window frame, counts as its own contiguous window area, and the sign area inside each contiguous area is held to the same 15%. Each building elevation is measured on its own, so a storefront cannot trade unused area on a side wall for extra signage on the front.
Placement is also fixed. Under division (E)(1), temporary signs must be located fully within the interior of the building, and division (E)(2) allows temporary or permanent signs to be attached directly to, or mounted within three feet of, the inside of commercial-type businesses. Division (E)(3) allows vinyl, paper, cloth, or other like material, except where the section says otherwise. Division (E)(5) bans LED, or similar technology, electronic message center window signs, and the Town's list of signs prohibited in all zoning districts in § 151.174 repeats that ban and adds internally illuminated window signs within ten feet of the interior of a window.
There is a separate, higher limit for businesses hit by road or utility work. Under § 151.180(P)(1), tenants on sites that the Development Department considers significantly disturbed for over 60 days by state or local road widening, utility line, or sidewalk work may use temporary window signs up to 50% of the aggregate window and door area until the roadway section is completed. The Town then gives a 30-day notice that those signs must be removed. In multiple tenant developments, § 151.180(O)(2) directs tenant temporary signs onto the tenant's leased space, either in the window as a temporary window sign or on the tenant's building frontage.
Violations & Fines
The Development Director or a representative enforces the sign chapter under § 151.182. The Town sends a certified letter ordering the sign brought into conformance or removed within 30 days of receipt, or another reasonable period, and can remove it at the expense of the sign owner and the premises owner, who are jointly and severally liable. A violation is a misdemeanor punishable by a fine of not more than the maximum prescribed by Tennessee law, and each day's continuance is a separate offense. Orders can be appealed to the Board of Zoning Appeals under § 151.308.
