Sec. 89-90(b) sets the master list of signs the Department of Planning and Development (DPD) allows without a sign permit, official traffic signs, government signs, small nameplate signs, directional signs, and, at 89-90(b)(2)f, window signs. " The 50 percent cap counts everything displayed against the glass together, a permanent painted logo and a temporary sale banner taped to the same window both count toward the same limit, so a business can't stack a permit-free permanent sign and permit-free temporary paper signs past the halfway mark.

Because subsection (b)(2) exempts these signs from permitting, window signs also aren't counted "in the determination of the type, number, or area of permanent signs allowed within a zoning district", meaning a compliant window display doesn't eat into a business's separate freestanding or building-sign allowance under subsections (n) through (s). If a window display exceeds 50 percent of the glass area, it loses its permit exemption and must instead be reviewed as a regular permanent or temporary sign under Sec. 89-90(b)(1), including size caps set by zoning district, for example, temporary signs are separately capped at 32 square feet total on non-residential lots under subsection (k).
