Full Breakdown

5" for small residential rooftop systems. To qualify for the fast track, a system must meet all four conditions in subsection (B): it can provide no more than "ten kilowatts alternating current nameplate rating or thirty kilowatts thermal," it must conform to the state fire, structural and electrical codes the county has adopted, it must be installed on a single or duplex family dwelling, and the panel array can't exceed the maximum building height allowed in its zoning district. A building permit is still required under subsection (C), but the Department of Public Works and Planning must post its standard application form, fee schedule, and a solar-specific plan checklist that substantially matches the state's California Solar Permitting Guidebook, and applicants can submit everything electronically by email, internet portal, or fax.

" The real time-saver is on the back end: under subsection (E)(2), "small residential rooftop solar energy systems eligible for expedited, streamlined permitting process shall only require one inspection," instead of the multiple rough and final inspections a standard building project needs, unless the Building Official finds a compliance problem or a separate fire safety inspection becomes necessary. Before that inspection, the applicant must verify to the department's satisfaction, using standard engineering and electrical evaluation techniques, that the roof structure can handle the added wind, seismic, dead and live loads, and that the existing electrical panel and wiring can safely carry the new photovoltaic load. 16.

Violations & Fines

Operating a small residential rooftop solar system before the Building Official verifies compliance and signs off in writing is prohibited under Section 15.18.030(E)(1): "No small residential rooftop solar energy system may be operated unless the Building Official verifies in writing that it complies with the building permit." Because Chapter 15.18 carries no separate penalty section, installing or operating a noncompliant system falls back to the general ordinance misdemeanor penalty under Section 1.12.010, up to a $500 fine and six months in jail.

Frequently Asked Questions

What size solar system qualifies for expedited permitting?
A system must produce no more than 10 kilowatts AC or 30 kilowatts thermal and be installed on a single-family or duplex dwelling to qualify under Section 15.18.030(B). Larger systems or those on other building types go through the county's standard solar permitting process instead.
Can I submit my solar permit application online?
