02(f) as no larger than 10 kW AC (or 30 kW thermal), code-compliant, mounted on a single or duplex dwelling, and no taller than the City's maximum legal building height. 05 requires the Building Department to post all required application documents on the City's website, accept electronic submittal by email, internet, or fax, accept electronic signatures in place of a wet signature, and adopt a standard plan and checklist that a system must meet to qualify for expedited review; that checklist and standard plan must substantially conform to the recommendations in the current California Solar Permitting Guidebook published by the Governor's Office of Planning and Research.

06(a) then requires the Building Department to run an administrative, nondiscretionary review: a complete over-the-counter application gets a permit issued the next business day, and a complete electronic application gets one within three business days. A Building Official may instead require a discretionary use permit only if the Official finds, on substantial evidence, that the system could have a specific, adverse impact on public health and safety, and that decision, along with any use-permit denial, is appealable to the City of Clovis Appeals Board. 55, 66015, and 66016, and Health and Safety Code Section 17951.
