Summary
Kings County runs a streamlined, checklist-based review for small residential rooftop solar systems up to 10 kW AC, requiring just one combined building-and-fire inspection under Sec. 5-72.
For a small residential rooftop solar energy system eligible for expedited review, only one inspection shall be required, which shall be done in a timely manner and shall include a combined building and fire inspection, both of which shall be conducted by the building official. If a small residential rooftop solar energy system fails inspection, a subsequent inspection is authorized. However, the subsequent inspection need not conform to the requirements of this subdivision.(g)Notwithstanding any other provision of this chapter, if the building official in his or her discretion and after consulting with the zoning administrator and fire chief, elects to apply the expedited permitting process described in this section not only to small residential rooftop solar energy systems, but also to other small solar energy systems, as defined by the building official, he or she may do so by amending the procedures described in subdivision (b) of this section for permitting small residential rooftop solar energy systems. The decision of the building official to expand the application of this section shall be based upon a finding that there is no foreseeable probability that doing so will have a negative impact on public health and safety. Full Breakdown
Responding to Gov. Code § 65850.5, which required counties to adopt expedited solar permitting by September 30, 2015, Kings County's Sec. 5-72 lets applicants submit by mail, in person, or electronically. A complete application judged against the building official's published checklist is approved administratively, and a system eligible for expedited review gets only one inspection: a combined building and fire check by the building official. The process covers systems up to 10 kW AC or 30 kW thermal on single- or duplex-family homes.
Violations & Fines
An incomplete application draws a written correction notice listing what's missing rather than a penalty, and county approval doesn't authorize connecting to the grid: that approval has to come separately from the utility.
